After doing some research, it looks like there are two avenues to getting a vaccine mandated for schools, and that’s either the state department of health, which is under the governor, or via the legislature, which the governor can still veto, and that's why governors have been so vocal on this, but why we also hear about legislators introducing bills on the topic.

The CHD mailer at the time of the ACIP schedule vote said to contact the state's education commissioner, but I would think that the education commissioner would take that direction from the commissioner of health, no?
I am not familiar with the education commissioner or the role the EC plays in pediatric immunization requirements for schools. I'm a big fan of contacting our state legislators. The director of the health department does play a role — so perhaps it is wise to contact anyone who may have influence with legislators involving the issue as well.
Most prominent in recent years appears to have been the governors, e.g. Newsom announcing the mandate for Cali, and after the ACIP decision, a bunch of Republican (and one Democrat) governors (DeSantis, Reynolds, Youngkin, etc.) announcing that they would not add COVID shots to the school vaccination schedules.
I don't remember ever hearing about governors playing such a role, but I only got engaged in this stuff in the last few years.
The governor announcements make it seem like it's a state executive, and not legislative decision, no? (In Florida, for example, it would be Joseph advising and Ron making the final decision, I guess?)
Sadly, I know a few people who I am all but certain will abuse their children in this manner. And even sadder, based on discussions over many years (as well as one friend telling me he jabbed his 6 & 9 olds already), I am absolutely certain there is nothing I could show them to change their minds. It really troubles me as there is nothing I can do to stop it.
